History
The Delaware Office of the Inspector General was created as a non-partisan independent oversight agency by Senate Bill No. 4, which passed the General Assembly with broad bipartisan support and was signed into law by Governor Matt Meyer on August 14, 2025. The law provided for a bipartisan selection panel, chaired by the Attorney General and including members selected from both the majority and minority caucuses of the Senate and the House of Representatives, the Secretary of State, 5 leading non-governmental organizations, and 3 members of the public with experience related to open government. Under the statute, the panel submitted the names of 3 individuals to the Governor for consideration for appointment as Inspector General based on each individual’s demonstrated integrity, leadership, and experience in governmental oversight and investigations. On April 21, 2026, the Governor announced the nomination of the Honorable Robert P. Storch to be Delaware’s first Inspector General. Following a confirmation hearing, IG Storch was confirmed by the Senate and sworn into office by the Governor on May 7, 2026, as the first Inspector General for the First State. Thereafter, the office has brought on board talented, non-partisan staff and worked to stand up this website and the OIG Hotline to provide a secure means for government employees and others to report concerns to the OIG about suspected wrongdoing in or affecting state government.
